Tiny worms on sunflower seeds

Hi,

I planted some Burpee sunflower seeds a while back in an egg carton using Kellogg's potting soil. After some time without any sign of sprouting, I decided to dig up the seeds and see what was going on. The seeds were slightly open, and I was going to return them when I noticed very small, translucent worms moving across the surface of the seed. Due to their size and color, I nearly missed them.

Does anyone have any idea what these worms are? Are they what is hindering the sunflowers’ growth? Any ideas where they came from? I have grown other seeds with the same soil and didn't have any problems. I'm going to try germinating some more seeds in paper towels and see how it goes.
