Wiring potlights is dead simple, really. As long as the contractor makes sure each wire going into and out of the potlight has a strain reliever, and connects the hot, neutral, and ground wires correctly, and runs the wires from pot to pot through holes drilled through joists a safe distance from potential screw penetration, there isn't much that you can mess up.

I recently did a big kitchen/first floor renovation, and while my GC hired electricians to upgrade the panel and run some new wiring for appliances, he did the recessed lights himself. That seemed very reasonable to me, and was definitely something he was comfortable with.

If, however, your project is substantial enough (and/or in an anal enough building) that there will be inspections of all the mechanicals before the walls are closed up, he will have to be licensed and permitted in order to do it.

If he's licensed then he'll be fine; it's a really simple job.

Thanks all! We also plan to put a ventless dryer under the kitchen counter that needs 220v. Currently there is only a 110v outlet there, so will have to run a 220v line to that spot. Think it's okay for the contractor rather than electrician to do that too?
