Personally, I would resort to soil from the yard before I'd set up layered paper for my cat, especially an adult cat. Urine isn't going to be absorbed quickly by newspaper and will end up running underneath the feet of the cat as he/she pees. That will then lead to the cat tracking it onto the floor and could also cause urine burns of the feet if it happens often. When it comes to poop, I can envision the cat stepping in it or either hitting it with it's front feet as it tries to bury the poop. Using paper also means the owner needs to clean up after the cat EVERY time it goes......one can imagine the mess if the cat has to use a papered area with poop & pee already in it.

With free shipping available from chewy.com and other pet stores, it's not that difficult to get litter delivered to your house. Or, as a last resort use some garden soil without additives (such as fertilizer, herbicides, etc).

One can only imagine how that cement in the bottom of the bowl smells after a few weeks.
As a frugal person, I did wonder if I could run junk mail through my shredder and use that for litter.

I trained my cat using the Litter Quitter. I used natural pine litter that was flushable. That was also during a time when I could clean the inserts every time she went, using a cleaner without ammonia. It worked GREAT.
