Wide baskets on the railings with coco bean liners. Climatis or some similar vine going up the posts. Formula for all pots and baskets: Thriller, spiller and filler. Try potatoe vine, some spiked tropical and a bagonias. (Sorry, can't spell.). Mix greenery colors like coleus and creeping Jenny. This works Florida to Minnesota.

If you have an HOA, check first. Some places have approved lists. Also, there might be landscape fabric under that sod; no planting then. Also check municipal bylaws to verify how close to sidewalk/street you can plant. Not wanting to p*ss on your parade but just trying to save you some disappointment.

Container plantings as described above will be perfect, though :)
