If you normally prune in Feb, go ahead and prune. We normally prune in Feb also, and there has never been a year when I was not pruning off new growth and buds. In warm climates roses do not go dormant.

You can prune runaway growing branches or ones growing sideways any time of year so yes, you can prune even with new foliage out.

When we deadhead were actually pruning so yes if this is the time when you prune go ahead...
