Best in full (8 hours plus) sun. And creeping forms not as cold hardy as the uprights. Hard pruning is not well suited to these guys, although you can remove any dead wood to clean it up. Since they grow fast and are pretty cheap, I'd just suggest replacing it.

That looks bad. I doubt that is cold damage. It has been record/ridiculous WARM here in the Northeast (75 F. here in NJ tomorrow!) , was Texas really that cold?! I doubt it. Cut out the dead wood as suggested above otherwise (should recuperate from its current funk).

IIRC, there was a rather severe cold spell in TX earlier this winter. Temps went from more or less normal levels down into the teens overnight. There were many posts online here discussing damage to plants. So although it could be cold damage, I doubt that it is.......cold damage to rosemary presents very differently, starting from the top/outer edges down and in, not from the bottom up.

Yes this happened after the hard freeze gardengal mentions. My hubby started pruning it this weekend but it looked horrible inside so he stopped. That is when I took the pics. I wasn't sure if we should keep pruning or start over. Thank you everyone!

I'd start over. You could root cutting(s) from the green parts of that plant, but it will never look right or thrive with all that dead wood and damage.
