Sorry, don't know but definitely neither Dill nor Cilantro! Nor is is any herb I know. Perhaps you could try it on the Name That Plant Forum.

Probably an Oenothera. Otherwise something in the huge Sunflower Family.

That looks kinda like "Culantro" or Eryngium foetidum. It's name is the same as cilantro in Spanish, and it's also known as "Mexican Coriander" (coriander being another name for cilantro). You may have gotten a pack from someone who uses the same name for both plants, or didn't translate it properly.

An easy way to get Coriandrum sativum cilantro is to buy cheap whole coriander spice from a Dollar Tree or wherever. They're the same plant as cilantro, and they may be easier to find in your area than seed packs. I grew some last year from seeds that way.
