Is the wall paper vinyl?

I order a sample of the wall paper and I thought it was going to be vinyl but it's paper. If I order the rolls, will the roll be vinyl or paper?

Would you consider the sample I received solid vinyl? Just trying to determine what's considered vinyl and what is considered paper.
