Yes, it is. Since it finished blooming, any effect caused by transplant shock will -at least- not affect bloomage now so you are safe to proceed. Flower buds will not be generated until much later in the season, say, July-ish.

thanks for the info! I thought I had to wait until winter to move it. Was thinking about moving it to a sunnier spot still facing the east. I heard the red flower kind can take a little more sun than any other kind. is this true?

Well, I have not heard that the bloom color makes a difference. Typically, the leaves are the problem. Japonica's large leaves cannot stand a strong sun for long periods of time so, choose a location with morning sun and afternoon shade. Or dappled sun. The sun can dry out some of the blooms too but I am not sure if it makes any difference what color it is. My whites and reds seem to suffer (or not) in sync. Any problem would be minimized in morning sun, afternoon shade conditions.
