When to prune raspberry suckers?

Hello,

Last spring I planted six bare root everbearing raspberry canes in a 4ft wide raised bed. They grew about four or five big canes each, made some fruit, then went dormant.

Now they are budding again of course bug there are also tons of little suckers around last year's cane. I need to take some out, but at what stage? Does removing suckers that are new make more come out? Should I also go after the runners under the soil? And how can I keep things sanitary and healthy for my plants?

Thanks!

(And before anyone says anything, I am letting the plants crop twice because I have little kids and want them to have raspberries to graze on for as long as possible.
