Assuming you have one of the varieties that are more cold tolerant and that you have a site with full sun and very good drainage. .. as soon as the soil is thawed/dry enough to be worked and the hard frosts are behind you or you can baby them through by covering at night. Lavender is pretty hardy as long as you get the drainage and soil right, but plant too late in the spring and you might not get many flowers the first summer.
