Disease or dust?

I recently bought a Page mandarin and potted it 2 weeks ago. Now some of the leaves look like this and I also noticed that there are ants on the tree. Not hundreds but a couple here and there. Sorry if this is a dumb question. Rookie gardener here.

Oh yea and the white stuff wipes off easily that's why I thought maybe it was just dust?

It looks like there is significantly more dust on the lower leaves than the top of the plant. Could the dust be pollen coming off the flowers?

Your tree suffers nutrient deficiency. If you google nutrient deficiency in citrus, you can check pictures to compare what type of mineral deficiency your citrus is suffering, a common citus issue.

If there are lots of ants examine the stems for scale. It looks to me as if the plant was in poor shape when you bought it if it looks like this after a short while. I agree it seems to have a nutrient problem and also a pest infestation. There is what looks like mould from honeydew which indicates scale, aphids or whitefly. And it looks thirsty. Can you return it to the vendor?
