Peppers not germinating

I have two types of peppers I am sprouting under lights indoors.

Both were planted last Sunday, March 26.

I planted some 'Big Guy' hybrid (Jalapeño type) from Burpee, and 'Dulce Italiano' (Italian frying pepper) from Franchi Seeds (US distributor is www.growitalian.com).

I planted about twenty seeds of each. They are on a heat mat, and run about 80° to 85° F at the top of the media where the seeds are.

About 100% of the Big Guy have started breaking the surface.

Not a single Dulce Italiano has. I dug in to check, and the seeds I retrieved don't even have a radicle starting to emerge yet.

Franchi has a good reputation, seems unlikely the entire packet of seeds are duds.

Could that variety just be that slow to germinate?
