Sorry but I cannot tell much from the picture. the brown color on the bark may be a bit of a concern but again I am not sure just based on the image. if you are thinking the roots are good then the best thing to do is to wait and look for some swelling at leaf scars to give you a hint as to where the viable plant is. Hopefully you will see something like this:

The scar grows a vertical line when it's getting ready to put out new growth. You can just see it at the top.

Thanks for your help. It's so dry and rock hard I'm hoping it's not dead. I'm thinking it's time to start watering it a bit. My picture is awful. It's very brown, shriveled by the tips where I cut it. The rest of my Plumaria's are already leaving out and I can see inflows so I am a bit concerned about this one

I forgot to mention last year it had tons of leaf nodes try to sprout but they never did. Oddly enough I had one inflow spring up flowers for about a month. All those tips (at least 10) turned black and mushy this year in winter before I hacked this plant back to what you see now. That's another reason why I think it could be a goner even though the wood is very hard.

I have one plant outside of house on the ground. Every winter, there is black tips. but it survived. Just last week, I cut one branch and there was no saps.

Yours should be fine. wait until get little warmer.
