Equalizing heights?

I have two adjacent garden beds which differ in height by about...7".

These two pictures show the dividing line.

(The messy leaf litter may make the difference in height appear less than it really is)

I plan to unite the two gardens this season and so remove the stone edging.

Is it possible to equalize the levels i.e. add to the lower in such a way so that I dont need to first dig up the established perennials in the lower location and replant?

For example add soil gradually over the season to allow the plants to...adapt?

Would it be preferable to do this change in the Fall once the plants are dormant or do I need to just bite the bullet and dig up the plants, add the soil and replant?
