Condo Backyard

This is my back yard. Can have 6X6 piece of land in front of ravine (not sure if that is what you call it. If I put potted plants they will be lost. Condo Association will not let me plant a tree......maybe flowering shrubs, gets sun the entire day. My deck faces this so I would like something pretty and inviting to the eye when I entertain. Thanks for suggestions, ideas, input.
