Is there a preemergent for privet seeds?

Can a preemergent stop the growth of privets? I have a massive amount of privet sprouts every year. Many of them seem to only grow so much, but an occasional one will take hold and grow a foot or so before I yank it out. The sprouts are really easy to pull, but there are thousands of them. And when the one or two do get rather large before I notice them, they do get more difficult to pull. Wondering if a preemergent would help, and if so, which kind.
