Now. The later you get into the season, the more stress it is on the plant. I plant and repot new plants all the time and pretty much any time of year but then my climate allows that degree of flexibility :-)) You just want to minimize the amount of transplant shock it may experience and that tends to be when focusing on the edges of the growing season......either early or quite late.
