Wilting on Top Leaves

Can anybody give me an idea of what my plants need? I have them under a LED light about 2-3 ft away from the tops of the leaves. The lower set of leaves dont look as bad as the upper sets of leaves. Too much / too little water? Too much light (on from 6am-midnight)?

Well they are way over-crowded in that container for one thing. They need to be separated and put in individual containers. Such crowding not only makes them leggy-stemmed, compete for water and nutrients and light and air but can damage roots as they become entangled. The drooping top growth is an indication of stress and those plants are definitely stressed.
