If the topsets were stored properly and aren't completely dessicated then you can plant them throughout the growing season.

I would plant. They are very hardy and will grow and or go dormant when they desire. I ignore mine and sometimes go over a year without touching them. Their natural cycle would be to fall over and start growing from the topsets when they are ready. I often throw topsets in the compost pile and find them happily growing any time of year.
