Kumquats usually fruit over the winter and bloom again in the late spring. Our late winters can confuse the trees. I have an apple tree that still has not woken up, last year it didn't come out of its dormancy until July.

The erratic behavior of deciduous fruit trees in So Cal is due to minimal winter chill hours. That's "normal" for your climate.

Jean, agreed! I knew that the Honeycrisp was a risk, but Kufflecreek had a decent experience with them although they admitted it was not a prolific producer for them. However, they get more chill hours than I do. My other apple trees (Gala and Pixie Crunch) and my other fruit trees do not seem to have a problem with the low chill. They've bloomed nicely this year.
