It's a Verbascum. Possibly V thapsus although the leaves seem a little narrow and possibly not quite felted enough.

Yes, that's true, but there are many Verbascum species, all commonly called Mullein. That's why we try to give the full botanical name when identifying plants for people.

While many people think this particular "Verbascum" is a "weed" there are many cultivars that are sold in nurseries as bedding plants. This one grows fairly rampant around here and I have found the best means of control, if that is desired, is simply to keep it mowed down.

Both common mullein (V. thapsus, which is most certainly the plant in question here) and moth mullein (V. blattaria) are listed invasive weeds throughout the Western U.S. (possibly and probably elsewhere as well). Working in the natural resource management field, I have had the opportunity to see entire pastures converted into monocultures of mullein forest. It is not a pretty sight. With each plant producing hundreds of thousands of tiny seeds, each with a 100+ year half life and easily and readily spread by bird feces to further infest more area, I can very much say that this is without a doubt a serious weed that should not be purposefully cultivated.

Thankfully in a small setting it is easily controlled simply by digging it out. It is a taprooted biennial that if dug at the rosette stage, or at the very least before it is allowed to set seed, it should not present a problem to tge home owner unless alloeed to get out of control.

Just because a plant is sold in the nursery trade is no indication of weediness or potential to escape cultivation and wreak ecological havoc. Oxeye daisy, Mediterranean and leafy spurge, as well as many others noxious and invasive species were once sold as ornamental garden plants. Ice plant is invasive in California and morning glories in Arizona. I'm almost certain that Russian sage will be listed eventually, its only a matter of time.
