Did it come from indoors to out without hardening off? Can you get it into a much bigger pot? And keep watering thoroughly.

It came from the outdoor section of a local nursery so I didn't think I needed to harden it off. I water it when the pot feels light and by the skewer method.

Is the pot too small by general consensus?

When you are watering do you leave the runoff plate full of water? I would dump that out after you have watered. Also, I would not water until that skewer is almost completely dry, it's really difficult to kill Rosemary by under watering it.

The pot is too small imo and, being terracotta, could be wicking out moisture. (Did you soak the pot before filling it?) It is possible to underwater rosemary and to me the plant looks dried out, not drooping from overwatering. But without seeing the plant in person we are all just giving our opinions. Rosemary thrives here in the UK with ample natural water. The important thing is good drainage, not scant water.

I'm also going to vote in favor of it probably receiving too much water. In my experience growing Rosemary they are much more drought tolerant than other plants, besides you say you water while the dowel still yet comes out vaguely damp rather than bone dry, so I don't think its being underwatered. I'd recommend letting the soil dry out more between waterings, the gritty/soil for cacti mix suggestion is good too.

Is it looking any better? About how many hours of direct sunlight per day would you say it is getting?

Thanks for asking. It's actually looking worse I think. Some of the leaves are turning brown. It gets about 4-5 hrs of direct sun a day.

Well you might wanna bite the bullet and think about replacing it with a new, healthy plant. I've ruined and killed so many plants until I started educating myself through this site and applying lessons learned to new plants I grow. If you have them in your area, sometimes you can find healthy herb plants at the 99 cent store.
