This is a classic case of a variety that 'has gone open-centered.' Possibly, future blooms will be fully double (not showing the center until the bloom is 'old'), but it is doubtful. Most likely, the genetic code that allows a dahlia to have its many petals with a tight center has been lost, and the clump has reverted to a less complex genetic code closer to the original dahlia in this species. The original bloom structure was a single row of petals around a yellow disc.

Variety names are tough to identify when this happens to a NOID, and the tubers shouldn't be shared/sold under the given variety name, even if you know it.

Experienced dahlia growers dig up and compost aberrations of the original varietal names, keeping 'true to name' stock that stay fully double. General gardeners tend to appreciate the blooms as works of art offered by nature, not caring so much about names and how the blooms 'should' look. Either perspective is good, but it is helpful to understand both sides of the coin.
