It is a variegated Forsythia. They are never very neat unless clipped into an artificial meatball. Prune after flowering, although with this one the flowers aren't the main point so you could ignore that advice. Easy to grow from cuttings if you want more to plant elsewhere.

Cut them down to the ground, and then keep them as meatballs as floral describes. They take surprisingly well to shearing, unlike many other shrubs. You can also propagate the cuttings and grow new shrubs.

I have a long (150 feet) mixed hedge with quite a few forsynthia..I want screening so I barely prune anything..the forsynthia have a natural vase shape that I like..mine are growing at the back of our lot but since yours are close to your house you could tidy it up a little..

The vase shape is what I remember from mine at our old place. It was in an larger bed and I was surprised at how large it got. Kinda went crazy!

forsynthias in bloom look so much prettier with a natural shape than with stubby flat tops or round meatballs in my opinion..

Except for traditional Japanese gardens formal shearing is out of context when not part of a geometric planting layout undertaken in order to coordinate with geometrically symmetric architecture.

I don't think of forsythia having a place in any traditional japanese garden. That said, I have a forsythia standard in my back yard, where I have tried to incorporate the japanese style. But, in general, when I think forsythia, I think of it as being more of a european garden thing. I wish I knew where to find a variegated forsythia like that. The one in question could also be pruned into a multi-trunked tree.
