Regular lawn fertilizer.

I would increase the mulched area around the lilac and allow several suckers to grow this season so you can begin removing the older growth as Ken suggested. It looks normal to me too (better than normal 'cuz in my area lilac foliage mildews badly in summer and yours isn't doing that).

Thanks for the suggestion! I just remembered it having more leaves which I confirmed from old photos so I wasn't sure if reduced foliage meant there was an issue.

I'd just extend that bed to the left there to include the lilac. Get that nutrient stealing grass out of there and do some nice compost-y mulch. Lilacs generally respond really well to increased levels of care.
