try removing the lock from the door and maybe there will be a stamped id underneath?? I couldn't locate any of these types of locks on google images... but you can also check with the building maintenance people ??

The maintenance people didn't have a clue. We'll have to remove one to see if there are any marks underneath because nothing is visible as it is. Thanks so much for doing a search! It's an oddity!

There most surely will be a brand stamp on the back or inside. It most likely is a European early 1930 to 1960s design most likely from Britain or eastern Europe. You will not find replacements or parts 99% sure. If its a restoration project then you can have them manufactured for about $15,000 for 30 pieces at a prototype manufacturing studio. I had it done for a city hall restoration 8 years ago.
