Need help with high phosphate level

I have a 14,000 gallon pool with a SWG and getting very low to none chlorine reading. I cleaned the cell but nothing changed. The pool store tested my water and told me my phosphate level is at 2500 ppb. I had very little visible algae and slippery bottom so I shocked the pool, which seemed to resolve the algae issue. My ph is 7.4 cya 30-50 but can't generate enough chlorine. The pool is clear right now but not crystal. The pool store suggested 6 quarts of phos free but last time i used it it clogged up the filter. Any suggestions?
