You don't need to do polished brass rods. Just make sure the rods aren't silver/brushed nickel. A bronze or darker (non-polished) finish would work well with your current chandelier and furnishings.

I would consider mahogany/cherry or a brushed/antiqued gold finish.

When selecting drapery rods, I look for common items in the space to decide what color /finish would be best. If you plan to have this fixture for a long time, then you might go with a brushed brass. Here re 2 jobs I just installed. One rod was brushed brass to match the light fixture. The other job, we selected a rod to match her antique wood.

Side panels hung as below will be a nice update, but what will you do about privacy from the street? I think you'll miss the sheer panels if you don't have a plan to cover the window itself when you don't want to dine with the neighbors across the street. If you match panels to the wall color (maybe a tone on tone subtle pattern) your room will appear larger.

The hardware does not have to match but as previously mentioned but I would recommend you stay away from silver because of the brass. Hang your side panels the entire length of the wall to allow the room to appear larger. If you plan on removing the sheers here are a few recommendations: the first recommendation is cafe shutters and the second is a top down/bottom up product (roman shades are nice) to allow versatility with your product. Both of these options maintain the privacy in your dining room but add elegance to your beautiful room.
