Are these dead grass?

Hi All,

My grass didn't improve much this year. The yellow spots are still there although it didn't grown wider. I am not even sure are those dead grass. I tried to rake those but soil start scrapping up to so I stop doing rake for now. Given the pictures below what you guys can suggest to make those area green again.




I am giving water every other two days when there is no rain. I had plenty of rain for few month.
