It is different for each region. The best resource is to check with the local county Agricultural Agent. Also, most universities have an Agricultural Extension website. I did a quick search and here's the Ext. website for the University of Illinois.

Click the 'Explore Extension' box in the center of the page and type in Squash Vine Borer. If you can't get exact time frames, then contact your local Ag. Agent.
