Could be as good a look to have bushes and a tree highlighted at ground level [around new plantings] - it looks great at night from curb and from inside house....it's inviting... maybe that is planned - but sometimes if only house is lit, it has a commercial building appearance - I would trust it to lighting specialist.

Can you post a light you have seen on Pinterest? May of them are recessed lights with the proper degree of light selected.

This type lighting has popped up in the last 2-3 years or so and personally not a big fan. I suspect the reason your GC is reluctant is in his overall planning, those are long wire runs to make that happen. I have seen them in our area and I worry about how people will replace burned out lights? I have large exterior lighting, located to highlight various architectural details and I think that is more pleasing that the soffit lighting. So, I would just press for it with the electrician but if it isn't in your "deal", expect a hefty change notice added cost. In the peaks, it would require a design change to the soffit as well, if it wasn't planned to get a flat surface to mount the light in which is another cost adder. Now if it is in your deal, go for what you want!

Hmmm, not sure what you mean by large exterior lighting? I might end up only having pot lights on the porch and garage - that'll be ok right?
