cutting callused in water! Now what?

I had a branch break off of one of my roses (thanks, dogs!) and I stuck it in a vase of water and kind of ignored it. Now it has callusing on the base! Should I plant it in sand or potting soil? Should I use rooting hormone powder? Should I just keep it in water and let it develop roots there? Help!

I had a couple root in water just recently. I would leave it until it has roots, then pot it very carefully. No rooting hormone. Water good after potting. I potted mine in some clear cups so I can see the roots when they get larger. then I'll put them in a bigger pot. don't let it dry out.
