Some people convert these to garrison colonial style and build a new roof on the top. Or they disguise the overhang with a pent eave:

I think this still tends to look like a disguise. I think houses like yours look better with nicer roofs, like certain kinds of metal roofs.

It's a Mansard roof. It needs cleaning or replacement, and consider painting the dormers a darker color -- maybe match the shutters, so they don't stand out as much.

These often have a dark roof -- black or charcoal.

I do think there is a way to have an attractive Mansard roof. Here are a few that have a more finished and detailed presentation. Definitely take the shutters off your first floor windows for a start - those windows aren't designed for shutters. Take a look at these inspiration pics showcasing Mansard rooflines:

I think you might need to work with the dormers just a bit. Take a look at how the dormers set in the roof on the inspiration pics 2,3 & 4- that may be the difference between a Mansard roofline that works and one that doesn't work. JMO
