Could be a seedling. 25 yrs is within the range it takes for one to grow through its juvenile period and reach maturity to begin bearing.

My kids and I planted several hundred 2-yr old pecan seedlings in a riparian bufferstrip on the farm here, back in 2000; only a very few of them have yet to begin producing nuts. Had intended to topwork them with named-variety scions, but didn't get that accomplished with more than a handful of them.

Gosh, I thought that 5-10 years or so was the juvenile period. But I've been here for 25 years, and that tree has been pretty substantial sized since I first arrived. Grow up already!

Even grafted pecans typically take anywhere from 5-9 years to come into bearing, and you can usually count on a graft to begin bearing in half the time, or less, that it takes a seedling to come into production.
