Do high windows open?

It appears that the high windows open. Is there a remote solution? If so, would love to know who supplies hung (or slider) windows with a remote opening solution. Thanks. Lovely space - lots of light.

    The upper widows are standard double hung windows. They could be operable with a ladder, I suppose...but the owners never intended to open them in this area. ( There is a loft above where the continuation of this window run is mirrored, those can be easily opened.)

    The trunk was offered through pottery barn. I don't think it is still available, and am unsure if the cost when purchased.
