Growing Rhubarb Query

I dug up some Rhubarb roots with leaves attached to it that were fairly small from the rhubarb patch that we had growing back at the house. I then transplanted it into the garden here out the back of the Seniors apartments. It is growing like gangbusters and my query is I read where you have to wait a year for it to be established before you can pick any of the stalks from it. And then somebody else said you should only pick a few off the 2nd year and only on the 3rd year can you actually go all out with it. However the fellah that planted it for me and myself are blown away by how big it has actually grown since May of this year. Here is a picture I took of it today. Any advice would be appreciated.
