I'm not a fan of too much black and white, and I think it runs counter to the 'coastal' theme, What about white chairs with chair pads that add color?

Or how about (if 6 chairs) 3 blk and 3 white. But remember, white is Maintenance unless you're using sumbrella type fabric

it really depends where the coast is..:) all beaches are very different

hard to say without seeing the whole space, but generally I don't see why not..besides playing with neutral tones a bit, bring in a bit more rough texture though, in neutrals, as in linen/throws, baskets, rugs, etc. keep it from being too sleek, and you'd be fine I believe. colors by themselves say a lot, a lot.. but not everything. it's like in an orchestra..everything matters.

rntracey again, without really seeing your place, and knowing the location-I, theoretically, like your plan. including the vintage rug. From what I imagine in my head-and that can be close to truth or not

only you'll now what it's your lever of comfort, with contrast and all..and you know how your home looks like/feels like/you want it to feel like..how big/small it is, what is the amount of light, etc

if you're ok with showing us some pics-I believe our advice could be less theoretical..

It is just about finished being built so I will go over and take pictures of the space today. It is a nice blank slate right now. Coast is South Carolina.
