I understand the color phases while ripening, but do they actually have all those colors of Reapers when fully ripe?

Bruce, there are farmers growing tens of thousands of Reaper plants, and color mutations pop up frequently at that scale. Add in all the hobbyists growing Reapers, and you're bound to see the colors appear.
