Water Celery Nightmare

We removed this invasive plant from our pond about 7 years ago. However, now it has showed up all over my gardens. I had to dig out all my rose garden ~ another perennial garden and physically remove all the runners. Now it is growing in another area. Any suggestions on how to get rid of this stuff would be appreciated. #Desperate
