Were they recently planted or moved, any late frosts or excessive heat in the spring, or lots of rain? There's plenty of reasons that flower buds die.

1st pic, powdery mildew, 2nd pic not quite sure. But I would say nothing to worry about, depending on where you live a lot of peonies are really ragged looking this time of year. It's only worth treating and doing stuff in the spring/early summer when they need to look their best, and something happens.

But mid to late summer they generally always go downhill in my experience. Some years worse, some years better. This year mine don't look as bad as yours but still pretty bad and usually start to go downhill early/mid august.

I'm 90% certain they'll come up just fine next year. Don't forget to throw the foliage and any deceased plant matter in the trash when you cut it to the ground in the winter.

We had a late hard frost that killed a lot of peony buds here, I didn't get normal bloom on many of my peonies. How bad they look by this time of year depends on how much rain we got (a lot this year) and varities, some just look worse than others. I've cut back a lot already, mostly the very early blooming ones.
