Transplanting older rose bush.

Need expert Rose advice: my neighbor offered to give me a 20 year old rose bush (red flowers). I do not know the type, I think it climbs. It has some mildew dust, the tips of the new growth are shriveled, I see scale on the new growth. I find it hard to resist taking it, I would hate to see it go to the dump. My plan was to prune all canes back to 12-20". Dig a large root ball. Add bone meal to new spot and spray for spores and pests. As it is October in our zone 5-6, not far from ocean, should I keep it in garage in a large pot? Any advice would be greatly appreciated. Thank you.
