None of that would be convenient to use, so you won’t end up using them at all. Light switches need to be easily accessible, and from 40”-54” above the floor. That is what will get used. I have placed them underneath upper cabinetry and then skinned the bottom flush, but they do not belong below elbow height. Nor do they belong above eye height.

Your electrician should be able to work something out here. What does he say?

Put a switch anywhere, but put in networked lights and connect them to a smart home device in hearing distance like Alexa and just say "light on" and "light off". Magic. Or, a wifi remote switch glued anywhere u want.

You can use an air switch on the countertop, too. If you hide it in the sink cabinet, a "knee bump" switch would be super convenient.

Of course they can be below elbow height. That's just silly.
