This will be my second year planting garlic. I have a vegetable garden plot that is roughly 25' x 50'. Last Fall I planted the garlic at one end, which worked great. I could rototill the rest of the garden without having to disturb the garlic. I understand the importance of rotating crops and I've read that garlic should have at least a 3-year rotation, if not more.

In an effort to create a new garlic bed I moved my coldframe which sits atop bare ground. The soil has not been amended much, if at all, in years past. Last Sunday, I rototilled the ground then added a layer of compost 1-2" deep and rototilled again. Next I put a layer of freshly mown grass clippings on top. I should probably be planting the garlic in the next 2-3 weeks.

My question: Should I rototill the grass clippings in before I plant? If yes, should I do it soon, or wait and do it right before I plant?

I checked and it would take at least 3 weeks to get the results of a soil test back from my county extension office. I feel that I should plant before I could get that information back.
