moving an air handler please help!,

I'm currently building a home. The air handler was put in my pantry in the plans and I told the architect that I didn't want it there. One of the reasons I liked this plan was because it has a rather large pantry. Contractor said it could be put in the laundry room across the hall. I was ok with that solution. Apparently it didn't fit there. Now it's back in my laundry room. It took like half the space of the pantry. Because I have never done this before, I thought it wouldn't be that big of a deal. He informed me that I wouldn't be able to put shelves all around like I had planned because of air flow. Now my lg pantry has turned into a utility closet with a shelf. The drywall is up. Am I still I my right to all him to move it about 20 ft into the hall closet? It makes me quite angry every time I look at it.
