Hoya compacta growth?

I have a hoya compacta that has finally recovered from a bad mealybug infestation in the spring. It's bug free and just sent out it's first new growth since the spring.

It was quite small when I bought it, with just 2 short vines and 1 of the vines died because of the infestation. I'm not familiar with how these grow- will it send out new vines or just grow from the current one? I'm trying to figure out if I need to buy another one to get a bushier plant or if this will eventually fill out. I don't mind being patient if it will take a while, I just want to know if it will never happen.

Also, it's quite cold here in the mid-Atlantic now but since it's sending out new growth is it ok to fertilize it? I usually don't fertilize any of my houseplants during the winter but they also don't usually grow much this time of year.
