Is this a honeycomb effect on basement wall?

Looked up honeycomb in poured concrete walls. I think our lower level (ranch) mechanical room may have this problem. Is it what I think? Could it get worse? Does this have anything to do with the flood in our house when it was framed up and concrete was already in? Standing water on the floor for 2 days.
