Paul - It's appears to be only a young plant, but from its appearance it seems to me to be one of the many Billbergias.

If you go to the photo indices on the F.C.B.S. site at http://fcbs.org/pictures.htm you will find both cultivars and species accompanied by thousands of pictures.

Billbergias are difficult to ID as most have a similar growth habit and flowers, but this plant even though it isn't fully mature, has very prominent spikes on the leaf margins (more prominent than most) and this would be the best thing to look at when comparing pictures.

My first guess would be a species, and I would start with the species pictures as there isn't as many to go through.
