Perhaps the scale is now dead from your treatment.

I think you are using too low a concentration of oil. I use a 2% solution of neem oil or 2 1/2 Tb/gallon added to a gallon of warm water containing 2 Tsp Safers insecticidal soap as an emulsifier.

But, as Steve said, your scale may already be dead.

I took the above picture today and I sprayed that same leaf a week ago. Those scales still look about the same but bigger and more. Do I need to wait out more? thx

How bad is the infestation? Is the whole tree infected? I would use Malathion if you can spray outside and leave them there for a day or two.

I think I read people using rubbing alcohol and using a q-tip.

When my recently rescued trees had scale, I removed the scale by hand as much as I could and sprayed them with neem, but the trees lost most of the leaves due to severe vinegar burn (done by previous owner). From time to time I still check, remove the pests using q-tip dipped in alcohol and spray with horticultural oil. You have to stay very vigilant with scale insects.

I do the same as Vladimir , a higher conc of neem oil with insecticidal/castile soap . I have historically used Pyrethrin when i had a heavy infestation on a bayleaf tree which was v effective .
