I'm pretty sure that's blight, especially if you already saw some in your orchard. I lost a tree to blight this year. I caught early signs of it in 2016. By 2017 it had spread almost as bad as yours, and the tree just never leafed out all season. When I tore the tree out of the ground, the root system was rotten and non-existent, and full of orange goo.

An apple tree root system that's "rotten and non-existent, and full of orange goo" is inconsistent with fireblight.

Do you have any images of the blight you saw earlier?

No I don’t. The tips had the common hook you see with fire blight. I made sure to cut those branches when I had seen them. I only had to cut around 7 branches/limbs. I asked the homeowners if they’ve seen it before but they never paid attention to the tree.
