Old Apple tree peeling bark

One of my clients Apple tree is peeling bark. Their gardeners before I took over yard work never touched the trees in the yard just mow and blow. The tree has not been pruned in a long time. Last year I started to prune the tree. I took it slow only taking out maybe 1/3 or less. The owners told me it has been peeling for a few years. Is this part of fire blight? Last year I saw some tips with fire blight.
